[Qgis-psc] Grants 2020 preparation for voting

Hi Anita,

If I recall correctly, when we've hit the situation in the past that
there was a lower-voted project that fit within the remaining budget
then we've previously "skipped" over the higher budget, higher voted
proposal to also fund the lower budget proposals lower in the list
until all the reserved funds are exhausted. Is this also going to
happen this time? Basically it would affect whether or not part of the
remaining 5.6k budget would be allocated to the 3k "QEP#177 MacOS
Package Improvements" proposal.
