[Qgis-psc] Financial report 2019

Hi,

Finally I have the financial report 2019 ready. I am sorry that it took 
me so long to finish it. I had some smaller inconsistencies that had 
been hard to eliminate, but now I have a consistent accounting.

The financial auditors got access to account documents and all necessary 
documents.

I also added the VAT reverse charge estimates to the 2019 accounting as 
reserves. We'll have to pay these in 2020.

I'll also have to adjust the 2020 budget proposal about the estimated 
VAT reverse charges (only estimate).
