Thank you for your email. The certification system is explained here:

If you want to be a certifying organisation, you need to apply. First create a login at:

https://changelog.qgis.org/en/accounts/signup/ <https://changelog.qgis.org/en/accounts/signup/>

And then apply for your organisation here:

https://changelog.qgis.org/en/qgis/create-certifyingorganisation/ <https://changelog.qgis.org/en/qgis/create-certifyingorganisation/>

Once you submit your application, Kurt will review it. If approved, you can issue certificates for your students at a cost of EUR 20 per certificate. All funds received go to support the QGIS.org <http://qgis.org/> project.
