[Qgis-psc] Nomination of Vincent Cloarec (vcloarec) for commit rights

Hi Nyall and PSC,

I work with Vincent on mesh layer and MDAL tasks closely and he is indeed a
very capable C++ developer and generally very nice person. Having him on
the core team would be great.
