[Qgis-psc] Nomination of Vincent Cloarec (vcloarec) for commit rights

Hi all,
Thanks for added me to the QGIS Community. I am very happy to get involved
in this project and proud to have been added in! (Also to be a subject of
discussion and debate :-) )
