[Qgis-psc] QGIS bug-fixing efforts - work on upstream libraries (specifically GEOS)

Hi PSC,

I'd like to ask for permission that strk could work on GEOS issues on
behalf of the QGIS bug fixing effort, in a similar manner like Even often
fixes issues in GDAL/OGR when fixing issues in QGIS.

Specifically, Nyall sent me a list of GEOS issues that he'd like to see
addressed - also we would need some z-handling improvements in the
OverlayNG GEOS effort.
