[Qgis-psc] Grant proposal summaries

Thanks a lot Andreas!

I've added a note about the withdrawn QEP to the introduction and
attempted some grouping of proposals by categories (infrastructure,
general enhancements, Server enhancements).

I'm planning to send out the voting form and proposal summaries to
voting members tomorrow evening. The voting period will be two weeks. So
we will still have results by the end of April.
