[Qgis-psc] Letter of endorsement

That sounds great, though perhaps we should find out who else is seeking
endorsement so that we can evaluate all the proposals side by side
(assuming the idea is that we host a QGIS hackfest in parallel here too?).
Alternatively I guess we could endorse all requests where the venue
proposal sounds reasonable?
