[Qgis-psc] Feed SSL outage (reported and fixed)

Hi all

Just FYI we had an SSL outage again on feed.qgis.org. We do have a cron job
that is supposed to attempt to renew it every hour if it is expired.

I have fixed it manually and added some fix notes here in case I am not
online and it happens again.

Jürgen, Richard and Marco's keys are on the server in case you need to do
it.
