[Qgis-psc] Feed item regarding proposed removal of DB2 provider

Hi PSC,

In https://github.com/qgis/QGIS-Enhancement-Proposals/issues/204 , I propose 
to remove the DB2 provider. Nyall suggested we publish a news item asking for 
users feedback.

Here's my suggestion for a feed item:
"The QGIS project considers removing the DB2 provider in a future version. If 
you have critical need for this provider in your usage of QGIS, please add 
your feedback to
https://github.com/qgis/QGIS-Enhancement-Proposals/issues/204"
