[Qgis-psc] Annual report 2020

Hi Anita
I took a read through. I guess the TODO items are mainly to Marco for the
voting stuff. Yes adding the budget history could be nice (perhaps as three
series, one for the annually budgeted amount, one for the income received
and one for the actually outgoing funds)? I don't want to make more work
for Andreas, so if it is a hassle rather leave it Andreas, but I think it
would be interesting to see.
