[Qgis-psc] dev meetings page

Oh, yes very obslolete, i agree tha we could just strip all and link to the
wiki. important would just be to make sure all content are also migrated to
the wiki.
@Paolo Cavallini <cavallini at faunalia.it> can you take the lead on this?
