[Qgis-psc] Grant Report Locale support for numeric input and display: revision and enhancements

Hi all

I would like to report results of the "Locale support for numeric
input and display: revision and enhancements" work. See the proposal
for more details:https://github.com/qgis/QGIS-Enhancement-Proposals/issues/210

The work has been completed with multiple pull requests that fixed all
