[Qgis-psc] Grant Report: QGIS Server, OGC tests and Continuous Integration: OGC API Features (part 2)

Hello everyone,

Thanks to the QEP funding, the OGC API Features standard for QGIS Server is
now checked in QGIS continuous integration since end-November 2021. The
full description of the corresponding QEP is here:
https://github.com/qgis/QGIS-Enhancement-Proposals/issues/212.

To fulfill this objective, the following work has been done:

- Adding the TeamEngine testsuite for OGC API Features in pyogctest (
https://github.com/pblottiere/pyogctest/pull/3)
- Updating the GitHub actions of QGIS CI to run the OGCAPIF testsuite
thanks to the new version of pyogctest (
https://github.com/qgis/QGIS/pull/46156)
- Updating the OGC Conformance Testing chapter in the documentation (
https://github.com/qgis/QGIS-Documentation/pull/7144)
- Updating QGIS-Server-CertifSuite to use pyogctest for the nightly tests
of OGCAPIF (https://github.com/qgis/QGIS-Server-CertifSuite/pull/20)
