[Qgis-psc] Splash for 3.26

Just to remind everyone of this more than 3 months old thread in the user
list [0] which forced PSC to call a meeting and discuss the situation
around the war.The outcome if the meeting and position of the PSC which was
communicated [1] and is crystal clear (among
others "QGIS releases will not be named after conflicts").
Moreover, we, Ukrainians, don't care about release names and don't need it.
Wouldn't be better not to break PSC resolutions and stick to the existing
list? [2].
