[Qgis-psc] Blog article for QGIS Analytics dashboard

Hi all

Thanks for all the feedback. I have rewritten the first part which
hopefully lays things out in a better way. I also set up a redirect so you
can go to https://analytics.qgis.org and it will take you straight to the
dashboard.
