[Qgis-psc] Add SQL Logging in the debugging/development panel

Hi PSC,

I'd like to report the successful completion of this grant project.

The SQL logging was implemented for Postgres, GeoPackage, Spatialite
and Oracle data providers.

I wish to thank all the people who tested this new feature giving
feedback and reporting issues and in particular Nyall Dawson (who
created the first prototype) and Julien Cabieces for the help and
support during the development.
