[Qgis-psc] Moving qgis-js repo to qgis organization on github

Hi all,
As a supporter of this project I would welcome it if QGIS.ORG allows to
include this repo under the umbrella of QGIS.ORG. We hope that this
triggers more interest in the project and makes contributions to the
project easier.
We think that a QGIS running inside the web browser opens a lot of new
possibilities for web based visualizations and analysis - both for users
who don't want to install and maintain QGIS server, but also for usage of
QGIS projects in the cloud.
