[Qgis-psc] Renamed old website repo etc

FYI:

I renamed the old Website repo:

https://github.com/qgis/OLD-QGIS-Website-see-QGIS-Hugo-for-current-one

because people still ended up there for issues.

Also closed issuetracker and wiki (only spam on 1 page) of that repo.

In QGIS-project rearranged the 'Pinned' repo's: removed old website and added QGIS-Hugo

For me it also would be OK to rename QGIS-Hugo to QGIS-Website again.
