[Qgis-psc] Renamed old website repo etc

Hi Tim,
not sure if it is a good idea to rename the new site repo same as the old
one.
a link like this https://github.com/qgis/QGIS-Website/issues/1244
posted anywhere will now result in an 404 since issue 1244 is an issue of
the old site.

I've no strong opinion on this, just that those links are now broken. IIRC
If we did not reuse the name QGIS-Website as repo, GH sets up automatically
redirect, so we could still leave
OLD-QGIS-Website-see-QGIS-Website-for-current-one as the name for the old
and https://github.com/qgis/QGIS-Website/issues/1244 would redirect to
https://github.com/qgis/OLD-QGIS-Website-see-QGIS-Website-for-current-one/issues/1244
