[Qgis-psc] Implementation of QEP 248 - Authentication API

QEP 248 has been successfully merged a few weeks ago,

The new API has currently a limited impact on the user experience (it was
initially planned to overcome the SQLite scaling issues for QGIS server
deployments in the cloud) but it opens the doors to interesting features
that could be implemented in the future.
In addition to what was initially planned an abstraction layer has been
added with the goal to make third party credentials storage (Python)
implementations possible.
The API now supports prioritized multiple encrypted (and unencrypted)
credentials storages and read-only storages with the possibility for a
storage to provide only a limited set of the assets that are managed by the
authentication manager (e.g. authentication configurations, settings,
certificate authorities etc.) with a limited set of capabilities (read,
write, delete etc.).
