[Qgis-psc] OGC Compliance Certification of QGIS Server 3.40 for WMS 1.3.0

Dear PSC,

It's been almost two years since QGIS Server was formally certified for WMS
1.3.0 [0]. Since QGIS 3.40 will be supported until May 2026, I propose to
handle the OGC certification process for QGIS Server 3.40.

What do you think? I prefer to check before starting the actual work,
because if I remember correctly from last time, an invoice will be sent to
QGIS.org for the certification process.

If you agree, I can begin working on it in the coming days.
