[Qgis-psc] Plugin Ownership

Hello,

At the request of some colleagues I have revived a QGIS Plugin originally
created by the late Havard Tveite that has not been updated in 5 years. I
am wondering how I can update the plugin on the QGIS plugins repository and
it was suggested that I reach out to this mailing list. I am keen to make
sure Havard retains credit as I made a very small number of maintenance
updates.
