[Qgis-psc] Join OSGeo Community on Zenodo

"An entry for an OSGeo Community has been created in Zenodo. OSGeo
Projects can submit their Zenodo record to the OSGeo Community after
which a reviewer will accept them. The record can be found here: Search
OSGeo <https://zenodo.org/communities/osgeo/records>

I suggest adding QGIS' Zenodo presence
(https://doi.org/10.5281/zenodo.6139224) to the OSGeo community.

Both uploaders and curators can submit a record to a community (as
described in https://help.zenodo.org/docs/share/submit-to-community/).

I currently do not have the necessary rights but I'm available to take
care of it if somebody can give me curator rights.
