[Qgis-psc] QEP 323: Require minimum 24 hour window for PR reviews

Hi all,

I've just opened https://github.com/qgis/QGIS-Enhancement-Proposals/pull/334
as a proposed new additional policy for our (recently formalized! 🥳) PR
merging policies.

This change adds a new 24 hour minimum window for PR reviews. It
was originally proposed by Even Rouault, and is intended to allow wider
feedback to be gathered prior to merges, and to permit pre-merge feedback
from developers in other time zones.
