[Qgis-psc] Suggestion to Join Outreachy for Improving Diversity in QGIS

Hi PSC,

I have been to only one developer meeting so far, but I already heard
the joke that "The only diversity among core contributors is how bald
they are..."

Behind the joke, this highlights the lack of diversity in open source
projects, and QGIS is no exception to the rule.

In order to alleviate the issue, I would like to suggest for the QGIS
project to apply to the outreachy [0] program. To quote their website:

"Outreachy provides internships in open source. Outreachy provides
internships to people subject to systemic bias and impacted by
underrepresentation in the technical industry where they are living."

In short:
 * Outreachy provides a stipend of $7 000 USD  for 3 months of work
 * While outreachy doesn't specifically target women, 92% of interns
are women ( and 64% people of color)
 * While the format is somewhat similar to Google Summer of Code. This
is not a replacement for GSoC, in fact, they work with communities to
avoid overlapping projects with GSoC.
 * The open source communities that have already joined include:
Debian, Firefox, Git, Gnome, Libre office, and others[1] ...

There are two cohorts per year, one in June and one in December. The
application deadline for open source communities for June 2025 has
sailed last month, but I invite the PSC to add the next deadline in
early august to their calendar...

I hope this could be the first step for a more diverse and a more fair
for everyone QGIS
