[Qgis-psc] Ownership transfer of QGIS-plugin-CI to QGIS.org

Dear PSC,

QGIS-plugin-ci (https://github.com/opengisch/qgis-plugin-ci) is a tool to
package and distribute QGIS plugins. Originally created by me (OPENGIS.ch),
it's actively developed and maintained by Julien Moura (Oslandia) and
Étienne Trimaille (formerly 3Liz).

We would like to improve its legitimacy by transferring the ownership to
QGIS.org on Github. We are still willing to maintain it actively and have a
nice roadmap.

Please let us know your thoughts on this.
