[Qgis-psc] Commit rights for Jan Caha

[Alessandro Pasotti]

Hi PSC,

I'd like to propose that Jan Caha (https://github.com/JanCaha)
is granted core committer rights.

Jan has been active on QGIS development for 6 years now.

He proved to have a deep understanding of the QGIS source code and
demonstrated his capability to listen and integrate feedback into
his work.

He showed his dedication to the quality of the code and contribution process.

He is willing to stay involved with the QGIS project and continue to
be an active contributor.

I believe it is time to acknowledge his continuous involvement in the
project.

Kind Regards.
