[QGIS-pt] ArcGis API for Flex - semelhante em Qgis?

Boas,

Sim... Podes utilizar o QGis Server para publicar os WMS/WFS (equivalente
ao ArcGIS Server) e depois utilizar o LizMap (
http://www.3liz.com/lizmap.html) para visualizar a informação.
Este é exemplo utilizando uma webapplication já existente, se preferires
algo mais adaptado às necessidades também podes recorrer ao OpenLayers (
http://openlayers.org/)  ou Leaflet (http://leafletjs.com/) para
construires a tua web application...

Espero ter respondido, que sim que é possível criar uma web application
utilizando o QGIS, neste caso o QGIS Server
