[qgis-qwc2] open menu automatically

Hi all,

I would like to have the menu opened at the start of the application 
(like at Glarus [1]). I understand that `AppMenu` has a state 
`menuVisible` that defaults to false. I can change this to true in 
AppMenu.jsx and thus achieve what I want, but this is certainly not the 
way to do it properly. I would think this should be configurable in 
config.json, but how?
