Hi Arthur,
not sure if I understand you correctly but I will try to give you some
answers:
- instructions to have a QGIS master on 12.04 without compiling you can
find here:
http://hub.qgis.org/projects/quantum-gis/wiki/Download#263-Master
- if you want to compile it yourself, find good instructions in the
INSTALL document:
https://github.com/qgis/Quantum-GIS/blob/master/INSTALL
You can load a qgis_pt_BR.ts-file into the QT linguist program, and via
File/Release create a qm file from that ts file
If you copy that qgis_pt_BR.qm-file to the share/qgis/i18n directory and
restart QGIS again, you should see the new strings.

I cannot verify that for you, but that is probably correct. Werner Macho
always updates the ts files just before the release (it means running
scripts/update_ts.sh which you can do yourself also).
