Hi Mannu!

Tamil is already in the list of languages to translate to .. but is
currently orphaned ..
If you like to jump in and translate QGIS to tamil language you are
more than welcome to do so

I think for a beginner in translating it would be better to start with
transifex

https://www.transifex.com/projects/p/QGIS/translate/#ta/qgis-application

create an account there and make yourself comfortable with howto use
the interface - you can even download the file and translate it
offline with linguist or any other program you like to use.
