I think your link will only work for coordinators.

Be carefull, only the coordinator should do this as you are overwriting
translations which are done in the meantime by others....

I'm not using your link, but the dialog you get here:
  https://www.transifex.com/projects/p/QGIS/language/<YOURLANG>/
and then click on 'qgis-application '

in that dialog you (I think in coordinator role) can also upload a tx
file...
