[Qgis-tr] Emty translation file

Hi Everybody!

I'm doing some experiments and I'll need a translation file without
translated strings at all.
How can I get(produce) that file?
I've been trying to generate a new translation file, following this link
<http://hub.qgis.org/projects/quantum-gis/wiki/HowToTranslateQGIS>, without
success.
Any ideas?
