 Kakadu is not open/free, so you would have to get the source yourself.
 Though it is possible to distribute binaries based on Kakadu for open
 source projects.  Kinda like the MrSID and ECW FOSS licenses, except that
 the source costs $.  Which is really a bummer, because Kakadu seems to be
 the only one left standing with currently-maintained and powerful JP2
 support.

 As for GDAL loading, GDAL load external plugins first, so if Kakadu is
 compiled as a plugin it will override Jasper if that is built into GDAL.
 The other way is to use GDAL_SKIP env var to disable the Jasper driver.
