#1769: Font-Sizes and Offset Values should allow non-integer values

 This is not an issue for "Points" units but can be a problem when choosing
 map units. If you work in large scales it matters a lot if your font is 1
 or 2 m in size, and you actually wanted it to be 1.5 map units (m).

 This applies to the "Labels" tab in the Layer Properties Dialogue:
 * Font sizes (esp. when map units are activated)
 * Position (Offset values - currently restricted to integers)
 * Data Defined Positions
