Comment:

 qgis 1.3 doesn't build with SIP 4.9.  The sip part of patch
 http://launchpadlibrarian.net/33761131/qgis_1.3.0-1~karmic9.diff.gz should
 help - it's a backport of r11780.   Feel free to reopen, if it doesn't
