Changes (by milenan):

  * priority:  critical: causes crash or data corruption => minor:
               annoyance
  * version:  1.2.0 => HEAD
  * milestone:  => Version 1.4.0

Comment:

 I can not confirm crash for 1.3 nor trunk 11818.[[BR]]
 But something else happens: layers are changing their order when changing
 visibility, they even jump to the oter group of layers.[[BR]]
 Also so called "Files" may jump out of main layer, see attachement.
