 When importing a csv file for use with the "value map" type of widget, in
 the "Layer Properties" -> "Attributes" tab, the imported csv is not parsed
 as utf-8, causing the accents of my native language (portuguese) to appear
 all garbled up. I think the file is getting parsed as ASCII, which is
 kinda limited for us non english natives. This forces the user to manually
 edit the value map, defeating the whole process of loading data from an
 external csv file.

 In attachment there is a sample csv with portuguese words.
