Comment:

 Button is present but it's not working in trunk r13708 Closing this bug as
 fixed thus is an error.

 It has two problems:
  * You can rotate symbol only up to 99 degrees;
  * Rotation from map widget is present, but it's not working.
 mPicture->RotationMap is set, but don't seems to be used anywhere.
