Comment(by wonder):

 Is the bug still valid?

 If it is, try to open Python console in QGIS and type:
 {{{
 QgsApplication.srsDbFilePath()
 }}}

 This will return the database file QGIS tries to open and fails badly. Is
 that file present and is it readable?
