 In the query parameter LAYER=!'' (not specify any layers).[[BR]]
 Ungrouped layers rendering properly. Grouped layers are not
 rendering.[[BR]]
 Note:[[BR]]
 If grouped layers is explicitly specified in the parameter LAERS, they
 rendered.
