 Measure tool reports values formatted into different locales in the
 Segment window text area and in the Total line edit.  A picture is worth a
 thousand words.  Please look at the screenshot (measure.png) attached and
 you will see what I mean.

 This ticket relates to snv qgis_trunk, revision 15021.


 Relevant environment variables are set like this:

 LC_ALL=""
 LANG="pt_BR.UTF-8"

 KDE locale setting is deafult (English/American).  See the picture
 attached (kdesystem.png).
