 Using the export to pdf tool, with a raster basemap and vector overlay,
 the basemap shrinks(?).  There seems to be a margin by the top and left
 frame boundary where the basemap has receded from it.  The vector overlay
 proportionally appears to be positioned as it was in the print composer.
