Hi Dave ,
sure it can.
You will need the boundaries dataset e.g. can download from here
https://www.naturalearthdata.com/downloads/
and the point (or area) dataset for the Cities. Then you load both layers in
QGIS
, set the Symbology and choose a representation for the cities (can be X or
whatever you like) e.g. see here https://www.youtube.com/watch?v=5v5_lEdGpSw

I'm not even a 'user' yet. I'm at the first step of what appears to be a
very steep learning curve.
I am interested in outline maps of U.S. states & any & all countries. I'd
like to mark city locations with a "X". Can that be done simply?
