See Settings > Options > Map tools > Panning and zooming

There are 4 modes for wheel now:

1. old "Zoom"
2. old "Zoom and recenter"
3. new "Zoom to mouse cursor"
4. old "Nothing"

Nothing changed in the old modes. The new one is different and pretty 
cool. Sort of a mix of modes 1 and 2 - zooms to the mouse cursor but 
does not re-center.
