Hi,
If you see the watermark, everything is ok with your qgis. But this layer is 
served properly and visible only in epsg 2180 (układ 92) and scale > aprox. 
1:140 000

AFAIK it's because Geoportal is (partially?) moving from WMS to ARS (does 
anybody know what is this?).
