Are you looking to actually 'warp' the vector layer, or simply 
define/change its current projection? There is the 'srsmanagement' tool 
which will define and project vector layers if this is what you are 
looking for? It is available using this repository: 
http://www.geog.uvic.ca/spar/carson/cfarmerQgisRepo.xml

If its warping the data, then you may have to do this manually using the 
editing tools in QGIS...
