[Qgis-user] How to project data?

I apologize for asking a question that seems so trivial but I am having 
a hard time understanding how QGIS manages coordinate systems.  How do I 
project a vector or raster dataset?  Just as important, how do I define 
a projection/coordinate system?   Is this done through the QGIS 
interface or do I accomplish this outside QGIS using command line 
GDAL/OGC utilities?      Thanks for your help.
