I don't know :-). Usually the person who build that package can say more and i
guess it would be helpful put a list of supported formats somewhere (if it
doesn't already exist). 

I downloaded the 0.10.0 windows exe from http://download.qgis.org/ and I don't
have GML support either, so I guess it is not a bug but a missing GML support in
GDAL.
